Summary:
The Deputy Chief Executive Officer (Deputy CEO) serves as a key member of the executive leadership team and provides strategic and operational support to the Chief Executive Officer in managing the overall health care delivery system of K’ima:w Medical Center (KMC). This includes oversight of patients, and preventative health programs. The Deputy CEO is responsible for implementing organizational goals, optimizing operational performance, and ensuring compliance with all applicable tribal, federal, and state laws and regulations. This role promotes effective governance, fiscal accountability, and the delivery of high-quality, culturally responsive health care services to the community. Assists the Chief Executive Officer in all phases of the position as directed.
Key Responsibilities:
- Strategic planning: Assist the CEO in developing and implementing long-term and short-term strategic plans and policies for K’ima:w Medical Center.
- Operational management: Translate strategic plans into actionable operating practices and oversee the day-to-day clinical and administrative operations of the facility.
- Financial Oversight: Manage fiscal compliance with KMC and applicable policies, including Indian Health Service (IHS), help secure alternate funding (e.g. Medicare/Medicaid, and other state and federal funds), and guide the formulation of budgets and fiscal year plans.
- Staff leadership: Provide direction and management to subordinate clinical and administrative managers, supervise staff, and lead in the development of sound personnel policies and programs.
- Program development: Ensure the quality and effectiveness of all health care services, which may include performance improvement programs and compliance with accreditation standards.
- Compliance and reporting: Monitor and ensure compliance with all federal, state, and tribal laws, regulations, and policies.
- Liaison: Serves as a primary liaison between the CEO, the Governing Board, Hoopa Valley Tribal Government, community members, employees, and other external governmental agencies.
- Oversees reporting functions to maintain accuracy, transparency, and adherence to regulatory requirements.
- Must be able to address the complexities that arise from the special and unique nature that Indian Tribes and reservations as sovereign nations present with state and local relationships on health and administrative matters on a continuing basis.
- May be required by the CEO to assist in the preparation of reports for and attend meetings with the Governing Board regarding total activities of KMC as well as legislative developments which will affect the provisions of health care, including current trends, problems, and activities in health care to facilitate policymaking.
- Assists in delegating administrative responsibilities to associate administrators and managers.
- Assists the CEO in assuring work results are reviewed for facilitation of KMC’s mission, goals and accomplishment of its objectives.
- Assists the CEO in maintaining professional affiliations to enhance professional growth and remain current with the latest trends in both hospital and administrative growth.
Education & Experience:
- Bachelor’s degree in business administration or a related field is required.
- OR an equivalent combination of education and experience, including 10-15 years of senior-level managerial or director-level experience.
- Minimum of two years of specialized experience in planning, directing, and coordinating medical and health services in a public or private sector setting.
- Experience in developing comprehensive long-range health care plans.
- Experience in managing both administrative and clinical staff.
- Experience in a complex health care organization is highly desired.
- Experience in a tribal government and their unique operations.

Conditions of Employment: Employment with K’ima:w Medical Center in contingent upon adherence to all applicable policies and regulations, including:
- Compliance with Title 21, the Hoopa Valley Tribe’s Drug and Alcohol Policy, and the Drug-Free Workplace Act.
- Successful completion of Title 30A Background Check process, including fingerprinting.
- Compliance with Title 13 the Hoopa Valley Tribe’s Employment Rights Ordinance (TERO).
All newly hired employees must successfully complete a 90-day introductory period. Employees are also required to participate in both introductory and annual performance evaluations as part of ongoing employment.
Annual Training Requirements: At a minimum, employees are required to complete and maintain certification in the following annual trainings:
- CPR Certification
- HealthStream mandatory training modules
