Position Summary
The Outreach Security/Safety Officer is responsible for maintaining a safe, secure, and welcoming environment for patients, clients, visitors, employees, and community members. The position combines healthcare security, outreach support, patient assistance, transportation coordination, emergency response, field safety services, and community engagement activities throughout the service area.
The Outreach Security/Safety Officer provides safety support for community-based healthcare services, including accompanying Community Health Representatives (CHRs), ECM personnel, Behavioral Health staff, Public Health staff, Case Managers, Outreach Workers, Nurses, and other authorized personnel during home visits, wellness checks, crisis response activities, transportation services, and encounters involving clients identified as presenting potential safety concerns.
The position serves as a safety resource to outreach staff while promoting respectful, culturally appropriate, trauma-informed, and patient-centered care.
Supervisory Relationship
The Outreach Security/Safety Officer operates under the administrative direction of the CEO and operational direction of the CCO. The position collaborates with clinical staff, outreach personnel, tribal departments, emergency responders, and community partners to support patient care and community outreach services.
Essential Duties and Responsibilities
Security and Safety Operations:
• Patrol clinic facilities, parking areas, outreach locations, and mobile medical units.
• Monitor and report safety hazards and suspicious activity.
• Respond to disturbances and emergency situations utilizing de-escalation techniques.
• Assist with emergency preparedness activities and drills.
• Prepare incident reports and safety documentation.
Outreach and Community Support:
• Provide security support during outreach events, health fairs, and wellness activities.
• Assist outreach staff with logistics, crowd management, and public safety.
• Promote positive relationships with community members.
High-Risk Client Safety Support:
• Accompany outreach personnel during home visits involving clients identified as presenting safety concerns.
• Conduct pre-visit safety assessments.
• Provide a visible safety presence during wellness checks and outreach encounters.
• Assist staff in safely disengaging from unsafe situations.
• Coordinate emergency response resources when necessary.
• Maintain communication during field activities.
• Collaborate with tribal law enforcement and emergency responders when authorized.
Patient Assistance and Transportation Support:
• Escort patients and visitors.
• Assist elders, disabled individuals, and vulnerable patients.
• Assist with transportation coordination and wellness checks.
• Support Mobile Medical Unit operations.
Emergency Response and Crisis Intervention:
• Respond to behavioral health crises, medical emergencies, and public safety incidents.
• Participate in Incident Command System activities and emergency preparedness training.
Documentation and Reporting:
• Maintain accurate reports, logs, and documentation.
• Protect patient confidentiality and organizational information.
• Track Outreach Security/Safety Officer activities and operational concerns.
Additional Duties:
• Participate in committees, training, and special projects.
• Perform other duties as assigned.
Minimum Qualifications
High School Diploma or GED required.
Minimum two (2) years of experience in security, law enforcement, healthcare security, military service, outreach, behavioral health support, emergency response, or related field. Equivalent combinations of education and experience may be considered.
Preferred Qualifications
Associate Degree in Criminal Justice, Emergency Management, Healthcare Administration, Human Services, or related field preferred.
Experience in Tribal or Indian Health programs preferred.
Experience supporting CHR, ECM, Behavioral Health, Public Health, or outreach programs preferred.
Licenses and Certifications
Valid California Driver's License required, and a clear driving record in compliance with the Hoopa Valley Tribe’s Motor Vehicle Operator’s Policy.
Current CPR and First Aid Certification required or obtained within six months.
FEMA IS-100 and IS-700 certifications within six months.
Crisis intervention and de-escalation training preferred.
Defensive driving certification preferred
